New Measures to Protect and Assist Temporary Residents Amid Human Rights Crisis

Canada Introduces Measures to Support Iranians Seeking Temporary Status Amidst Human Rights Concerns

On February 23, 2023, Canada reaffirmed its commitment to protect Iranians residing within its borders and assist Iranian families in staying together, considering the severe human rights violations perpetrated by the Iranian regime during its crackdown on protestors. As a result, some Iranians may seek to prolong their stay in Canada rather than returning to Iran.

To support Iranian temporary residents in Canada, the Honourable Jonathan Wilkinson, Minister of Natural Resources, announced new measures on behalf of the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship.

Effective from March 1, 2023, these measures aim to facilitate the extension of temporary status for Iranians in Canada and enable them to move between temporary streams easily. This allows Iranians to continue their studies, work, or visit family by applying for a new permit from within Canada. An open work permit pathway will also be provided to Iranians already in Canada. Additionally, applications from Iranians in Canada will be given priority processing.

Furthermore, the Government of Canada will waive certain processing fees for Iranians seeking to extend their stay, and also waive passport and permanent resident travel document fees for Canadian citizens and permanent residents in Iran who wish to leave.

Canada remains committed to exploring changes in other programs, such as the Human Rights Defenders stream, which offers a dedicated, permanent immigration pathway for those who protect and promote human rights, making it one of the few programs of its kind globally.

These measures reflect Canada’s ongoing efforts to counter the Iranian regime’s suppression of its people’s freedoms and human rights. The government will continue to closely monitor the needs of Iranians and adapt its response accordingly.
